My motherboard can't find my gpu.

So the other day my psu fried and I replaced it yesterday. Now that I installed my new psu I found out my ssd with os fried as well. So I reinstalled windows with my other ssd. After an hour trying to figure out how to create a new partition and converting my ssd to gbt. I was able to finally install windows after the install my screen went black and now my motherboard can't find my gpu. But if I unplug the dvi from my gpu the fans turn on at 100%. I also updated all my drivers and my bios. But after I updated my bio I can no longer get into it.

Solution
The video card or motherboard may be bad. Did you try another PCIe slot? Do you have all the power plugs in the video card? Try the card in another computer?
