A Ryzen 1700 will outperform a 6800k easily for a fraction of the cost.

I already have all the parts besides GPU(getting 1080ti) CPU Cooler, ram, and OS. I bought the 6800k on Black Friday like a year ago. I was going to get the corsair vengeance lpx 16gb ddr4
Corsair vengeance is actually very low riding so shouldn't have clearance issues. You'd basically check with cooler manufacturer or with memory manufacturer but I know I was looking at vengeance for that exact reason so you should be ok.
Why would I get an h7 instead of the h5 besides the price? I have exactly 45 dollars to spend and I can wait another week and get another 18 but I'd rather not. Id have 63 dollars though if I waited just one more week, would there be a significant difference?
A H5 is definitely worth a little extra over the H7 in this case.
Also @OP, get your 1080 Ti from EVGA, they have fantastic cards, and their SC2 Black Edition is $699 atm.

Similar but slightly better cooling, and better ram clearance. Either is fine though, (provided you're comparing universal editions). It's really nitpicking at this point.
I mean if you want to go really cheap and still pretty good and popular cooler you can do hyper212 evo for like $25. Pretty much anything off that first list I linked is fine.

H5 should be fine for a 4.0 overclock. That's not terribly high.
3 front fans should be plenty.
