Mine Dell laptop stucked at 0% progress bar.. can't access to any option it's kind of hanging at 0% progress bar. When I press f2 or f12 nothing happens just hanged screen.

Sounds a bit like a crash. I've had a Dell laptop crash in a similar way, we ended up having to replace the hard drive. I'd try reinstalling Windows if you have a copy. If not, you may be able to take it to a repair shop and they'll do it.
