Cpu only using half the memory

Hey guys, I'm having trouble with overclocking.

Cpu: ryzen 7 1700 3.0ghz 8 core
Gpu: gigabyte gtx 1080 Aorus 8gb
Mobo: gigabyte ab350 gaming 3
Ram: corsair Led 16gb 8x2 3200mhz
650watt

Ive overclocked my cpu from the stock 3.0ghz to 3.85ghz and everything is running fine, I get way more frames gaming now but the problem is that every time I shutdown and turn my computer on again the cpu memory changes to 1.5ghz, initially I thought that it was a power saving feature and the clock speeds would go up when I entered a demanding game like rust etc but when I play a game the clock speed stays at 1.5ghz and I get dramatically lower fps in games compared to the stock 3.0 and the 3.8oc, I'm just wondering if any of you know why this is happening, I have the wraith spire stock cooler it came with while ocing and the temps aren't any higher than the stock clock so it's not an overheating issue, I've updated to bios to the latest f7 and turned over the power saving option in the bios but the problem still consists everytime I reboot, any help will be appreciated, thank you.

Edit: the entire pc is also only a month old so I doubt anything in it is faulty

ohhh... sorry, thought you were referring to memory speed

It sounds like an unstable OC.

I'd set it back to stock and then slowly increase the OC by 0.1ghz. Each time reboot.

If you find a particular frequency where it's dropping to 1.5ghz after a reboot, it would suggest it's unstable and might need some more fine tuning in the bios (or if all the right bios settings are applied, it can't OC any further).

Also, did you stress test the 3.85ghz OC?

have you checked that the correct timings/voltages for your ram have been set in the bios?

Also, noticed this on Gigabyte's page for your mobo:
'Support for higher than DDR4 2667 MHz may vary by CPU'

Not sure how relevant that is to your CPU though, as I'm not familiar with Ryzen yet.
