Help me out with my first build?

Hello and thanks for reading.
Im hopeing someone can help me get more information about my PC build and the issue I am experiencing.
Im not the best at builds but I am picking up the terms and language

My issue: low frame rate (42-50 FPS) and missing texture's for GTA V and some games preforming lower than expected.

At first I thought it was my CPU not being enough for the job. But after watching this video of an identical build.( the main difference being that the motherboard was ASUS and mine is MSI)

My build:
OS: Windows 10
HDD: 2x 1TB hard disk ( I forgot who makes it)
CPU: i5-6400
CPU fan: cooler master hyper 212EVO
Motherboard: MSI Z170A-G45 Gaming
GPU: Gigabyte geforce GTX 1060 6GB OC edition
RAM: Corsair vengeance LPX DDR4 16GB
PSU: EVGA supernova 550 G2
Case: Apevia X-Sniper 2

I feel like I bit off more than I can chew with this build(with some of the advanced features in the motherboard and GPU) as I do believe that I may have overlooked something in my build as I'm not the most informed person when it comes to builds.

    It could be that you have some setting that reduces your FPS, watch this video and you will see at the 0.36 sec mark how restoring to default settings causes the GPU percentage to jump from the mid 70's to the high 90's. This also causes the CPU percentage to jump to the high 90's.

    You should check your cpu utilization during gaming, if the CPU is in the high 90's and the GPU is in the low 90's or below then it is likely that that the CPU is bottlenecking. But I don't see this build bottlenecking, likely something else.
