Stuttering on most [games] with GTX 1060, i5 4460, latest drivers

Hi, i'm currently getting some microsttutering on games like Black Desert, Payday 2, things like, fps dropping from 60 to 32 when opening a menu, and getting massive stuttering on games like GTA V, making it unplayable.
I have an GTX 1060 6GB,with an Intel Core I5 4460 3.20 Ghz, 8gb of ram, and a SeasonicM12ii Evo Edition 620 Watt 80 Plus power supply, is my system making bottleneck or some kind like this? cause i guess that the stuttering i'm getting is really insane for the specs of my system related to the games i'm playing

Your CPU is too slow for the GTX1060, thus creating a bottleneck.

GTA V stuttering is probably due to having only 8GB of RAM.
GTA can use up to 8GB. Which means you need 12GB or 16GB.

I don't think is too slow for gtx 1060, but btw the i5 4460 also had stuttering with the gtx 750 ti, not performance problems, stuttering, cause even with a bottleneck, it should be able to hand games like payday 2 without any type of stuttering, i guess.

i5 4460 is a great CPU even for 2017 (I have it). What you've said happened to me too, I was desperate and didn't know what to do so I tested every part of my PC and found the HDD was the faulty part. Yeah, I'm not expert in Hard Disks but I assure you that's how my problem was gone.

Oh, mind sharing with us your cpu/gpu temps? idle and load please.

50-60 for the CPU and 75 for the GPU, i have 2 HDD, should i try moving my game to the other HDD, or it doesn't matters? should i move my OS to another HDD?
