APU a10 7860k turbo core stuttering on CS:GO

Hello guys, my friend just bought a PC with this APU, if I understand it right it works at 3.6GHz standard mode and can up to 4.0GHz on turbo core.

When playing CS:GO at 1024x768 all low he gets average 150 fps with turbo core ON, but there are frequent momments when FPS will drop to 40.

Now if he deactivates turbo core and manually overclock the apu to 4.0Ghz, he will get average 120fps, without the stuttering. There is a noticeable drop in performance, any one knows why is this happening? and also why is turbo core stuttering on CS:GO?

Note: with turbo core ON he plays DotA 2 with all settings High and doesnt have fps drops/stuttering. It ONLY seems to happen on CS:GO.

How can I fix this?

Also, is it worth for him to add a GPU like gtx 1050 or RX 460?

A video card will help, but the stutter is also due to the CPU. My son plays CS GO and it had very uneven performances with the same speed AMD CPU. I got him an Intel i3 and his FPS not only went up by like 40, the lower FPS went up by a lot.
