I recently was given a GX280 and was wondering what parts I can use to get the max performance out of it?

The fastest P4 will just equal the slowest Core2 Duo.
Be sure you have the latest BIOS from Dell. Go to Crucial.com to get maximum meory upgrades. Dell doesn't update their specs. as bigger modules become available.
I expect it will need "low density" memory. This means chips on both sides of the modules.
There was a time Dell used a bogus pinout on the 24 pin MB connector. That might be old enough to have that. Only MT cases accept aftermarket PSUs.
GTX750Ti with Legacy BIOS (not UEFI) is usually the best choice. Newer AMD cards have issue with Dell BIOS.
If it has a 4GB memory limit, even with a 32bit OS a 2GB GPU will starve the O/S for memory. A GTX730 64bit...

If it has a 4GB memory limit, even with a 32bit OS a 2GB GPU will starve the O/S for memory. A GTX730 64bit 1GB DDR5 might be a better choice then. They O/C nicely, plenty of power in the PCIe slot.
The trick with runing something like this is to keep the video resolution as low as you can like 720P or less.
Maxed out it will run like a 1.8GHz C2D with whichever GPU you get. DDR2 memory doesn't hurt that much, The modern GPU takes up the slack there.
My thoughts on buying a PSU. or GPU is that they can move forward to a newer build later. So it's not really wasted having some fun with an old box like this.

Does this apply to all gx 280's?

Your asking about a very old computer even by my very relaxed standards. I can't research every version of every old computer. I can just give you some guideline based on relevant evperience with other old Dells. Look in my sig. and follow the link there.
Anything smaller than an MT size won't have room for a PSU upgrade, unless you don't mind it sitting on the desk like a huge wall wart. At least it's an ATX so you can get cooler and such for it. N764D might be fun. Dell usues non standard threads there so be careful.
