Intel i5 6600k CPU Temperature / Hyper 212 Cooler

I just finished building my new PC. I've had some experience before but it's been a while since I had to apply thermal compound and my cooler was rather difficult to install (lack of strength on my part) so I'm wondering if I did it correctly.

Intel i5 6600K with Cooler Master Hyper 212 Evo (stock thermal compound)
Asrock Fatal1ty Z170 Pro Gaming i7
Gskill 2x8GB RAM
EVGA 650 G2 PSU
EVGA GeForce GTX 1060
1 Samsung 850 Evo SSD + 1 SeaGate HDD
2x chassis fans (120mm)

Ambient temp is: 28C

CPU Temp: 46C (at POST) with both fans at 1200+ RPM, my pc is kinda louder than I expected.
M/B Temp: 37C

I don't want to put unnecessary strain on the CPU if it can be avoided since I want this build to last me a few years. Should I try to reapply thermal compound?

so start up is at 34 c now you chassis fan are plug on the board as pwm or dc fans witch is case name and model same for those fans .

I removed the cooler, reapplied thermal paste after carefully cleaning it with alcohol, reinstalled the cooler, tightened up the screws (watched like 4 videos this time) and after all that, temperature is at 44C, MB temp at 34C -- CPU fan at 1421 rpm and chasis fan is at 1087, spikes to 2100+. Ambient temp went down like 2-3 degrees so I feel like it did nothing at all. Any ideas?
