What is wrong with this rig?

My specs:
CPU - AMD fx 8320 (8-core at 3.5ghz)
GPU - GTX 960 2gb
Ram - 12gb
Power Supply - Corsair cx430

I feel like this should be a powerhouse of a pc but I keep lagging on games like BF1 and GTA5 on the lowest settings. I have even tried the geforce experience recommended settings (which are normally considered medium) and it is better but it is still not the smooth 60fps I am looking for. Without the geforce recommended settings at low I get an average of 30fps (after getting my 144hz monitor I cant play at anything lower than 60fps or I feel uncomfortable lol) and an average of 45fps with the recommended settings for both gta5 and bf1. I dont know what the problem is because reviews on youtube show people with the gtx 960 getting smooth 60fps on BF1 with ultra settings so i'm not sure if my cpu is bottle-necking or what. I am also thinking about overclocking my cpu because the description on amazon says it has a 4.0ghz overdrive but i'm not sure how to get that.

Any thoughts or recommendations are appreciated!

That PSU is one thing. A system like that requires a constant stream of power from at least a solid 550W, a Corsair CX430 isn't going to cut it. Also what cooler are you running? You should have something better than stock so you can overclock that 8320 if you want to achieve optimal frame rates.

I have a arctic 120 cpu cooler and have been thinking about upgrading the psu for a while so now seems like a good time

That would definitely be a good idea. The CX430 is not a unit I would personally use, you can definitely get much better.

What would you recomend to upgrade first? I am planning on buying a new psu as g-unit1111 recommended but I don't know what would give me the best boost for the lowest price whether it be buying a new gpu or cpu. I am looking at the gtx 1060 and the intel i5 6600k

Better would be the AMD R5-1600 for that price or the 1600X. But that would definitely be a huge improvement over what you have now. As far as PSU suggestions go I would recommend this:

That's essentially the same unit as the EVGA G3/P3 that are so highly praised.
 
Look into a Seasonic G series PSU. Also, I was able to overclock my FX6300 from 3.5Ghz to 4.1Ghz stable, so I would think you should be able to get in that range with decent aftermarket cooling. But, as said, the FX is a mature platform and probably not a good idea to sink too much money into it, but a new PSU can always be used on a new rig, since the newer cpus are more power efficient.
 
You can also go for a 1700 for $70 more if you want.

gtx 1060 3gb, ryzen 5 1600x, and a seasonic 620w psu. its about 519$ but I rounded it up just seeing the 500$ and some change lol

I have a water-cooler I was planning on putting on there and the 1600x is only 25$ more so I thought it wouldn't hurt since i have no clue how to overclock.
 
Yeah even so it's pointless, at that stage you might as well get a Ryzen 1700.
Both OC the same, you're paying $35 more for the e-peen factor.
It's easy to overclock, and very safe, not to worry, I can tell you how if you want, or give you a pre-apply setting.

If you don't mind telling me how to overclock it I would appreciate it but I could just poke around on the internet if you don't want to type all of that out.
 
Download AMD Overdrive. Go to the AutoClock section and run it. It will keep increasing settings until the computer crashes. Then you can re-boot and back the multiplier/voltage off a bit and run the Stability Test to see if your overclock is stable. Using the AutoClock is probably not the best way to overclock, but it will give you an idea of what your CPU is capable of.
