Hi,

If using Geforce Experience to optimise the game it might be setting certain things too high.

I agree 1440p might be too much for a 1060 so dropping it down to 1080p might be a good idea. If you want to keep to 1440p, certain settings you can try adjust.

Anti Aliasing: Off. Don't need AA in 1440p really and it's just adding more work to the gpu.
Grass: Normal. Very high/ultra crisps up each individual shrub blade. Whether you notice or not, me personally not so i leave it on normal.
Shadows: Using soft or Nvidia's version

Vsync: set it to half and set Nvidia CP to adaptive: Vsync turned off in Nvidia CP can cause stuttering in GTA 5.

In Nvidia CP set to prefer maximum performance. Default option Optimal may break performance...
That game is very dependent on what is going on in the scene to reflect the FPS. Sometimes it will run very smooth, but other times when there is more to render, fps will drop. Also, I am not surprised to see you having fps drops with your system. You have a good system, but it is geared more to a 1080p and not 1440p. You may want to consider playing at 1080p.

Lastly, try not use so much Vram if you are, try to keep it under 2.5GB(rough guess amount) if possible. The paging this game does to the hdd is enormous if you have less than 16GB system memory. https://forums.anandtech.com/threads/people-who-experience-stutters-in-gta-v-or-any-other-games.2428547/
