GPU install issue

I recently brought a EVGA - GeForce GTX Titan Black 6GB GPU, i install it as usual but the computer wont turn on at all i looked over everything to make sure nothing was wrong, i put in my old GPU and everything works fine, i even checked power supply of my rig and it doesnt look like im overdoing it with the power. can anyone give me some ideas of whats going on?

Your partpicker list has different RAM with different speeds.

The GPU should not have come with cords. The cords come from the PSU. Dont mix and match cords from different PSUs.
This is odd. Your PSU meets the minimum requirements for the titan x. Did you happen to add the new stick of RAM when you got the Titan? Pairing different RAM together can make things a little funny. But it should still turn on, just may not post and go in a loop.

I would guess that you have the proper cables hooked up from the PSU to the titan?

i made sure that all 4 ram drives were the same, i did however used the extra cords i had from PSU from the box instead of the cords provided to me by the GPU
