Internet connected but unable to connect to most websites

Issue:
I am using a ethernet cable. I'll be browsing the web or playing a multiplayer game and I will suddenly lose connection to the game server or when I am on Chrome it will say "Took too long to respond"
(However I was still able to connect to some websites such as Youtube and google. But as for Twitch, Amazon, or even Tomshardware it gives the "took too long to respond" error.

Troubleshooting I have done:
Restarted the router, cleared cache and cookies, restarted computer, scanned computer of viruses with windows defender (clean), and updated Intel Network driver. Tried to test my internet connection but couldn't connect to any of the pages. Still no luck.

Side Notes: Other devices are able to connect without issues, wired and wireless.
Router: Xfinity (Arris TG862)

Computer Specs:
CPU: i5-6500
Motherboard: MSI - Z170A SLI ATX LGA1151
RAM: Corsair vengeance 16GB (4 x 4gb)
Storage: PNY - CS1311 240GB SSD / WD Caviar blue 1TB
GPU: Gigabyte - Geforce GTX 1070 8GB G1
PSU: EVGA - G2 850W
 
Solution
update the BIOS of the motherboard by m-flash inside BIOS itself, don´t flash in windows!

temporarily deactivate the firewall of windows
anti virus as well

do you use DHCP (automatic IP) or manual network IP configuration?

try this and copy paste it in here:
In the Search or Run line, type cmd (short for command), and press Enter.
cmd /k ipconfig /all > %temp%\ipconfig.txt & start notepad %temp%\ipconfig.txt & del%temp%\ipconfig.txt & exit

any other devices downloading at the same time you are trying to browse?

check log of the router http://192.168.0.1./
default login and password is:
admin
password
or use your changed login data

Firmware of the router is up to date?

resetting the router to factory default could help

The wifi LED is blinking very rapidly

Other devices are able to connect without issues, wired and wireless.

Trying out a new Ethernet cable now. UPDATE: New ethernet cord didn't work :( still having the same issue
