Graphics Card crash, Display Flickering on Windows 10

My newly built PC has issues.
I cant play any game. Before i usually get the "video scheduler internal error" i fixed it by updating drivers. Now when i start to play game it just flickers. I always have to press ALT + F4 to close. I dont think its the drivers issues. I deleted and install em multiple times. I also try to change the Tdr values and stuff, tried Tdrlevel to 0 still flickers. Please help. I just want to play. http://imgur.com/a/jUNRa

Yes, the GPU had perfomance issue, i had to return it back to where i bought for refund to buy different one. Hopefully this time it will work fine. I kinda feel bad that my first PC build didnt go as expected. I searched day and night not knowing what was wrong with the PC, not knowing it was the GPU fault.
But thanks, i will report whatever happens when i get the second GPU.

No no. The fact is i knew was the gpu.
When the gpu was installed and started flickering in games, i did googled it, many tutorials were saying i should change the TDrdelay value, i did that and nothing changed, the ultimately i added Tdrlevel value to 0 and still nothing changed.
I opened nvidia gpu settings app. I changed changed setting from adaptive to perfomance. Still the flickering was there.
When i open hevean bench using the gpu it freezes just in less than 1 mins. But when i plug the hdmi or display to mobo and open it runs without stopping. Its about 5 fps but still doesnt freeze or anything.
