Windows keeps freezing after overclock

So the other day i overclocked my cpu to 3.9 ghz and now im getting a lot of freezing. I changed to core voltage to 1.35 and my computer passes stress tests. I dont know i it is because i dont have enough volts or if its cause of windows itself.

Note: When i had installed my new motherboard, windows wouldnt boot so i had to run it once in safe mode and then i restarted my pc and it worked. I dont know if that has to do with anything

Cpu: Ryzen 5 1600 3.9 Ghz
Mobo: ASROCK B350m pro4
Ram: Crucial ballistix 8gb 2400mhz (NOT OVERCLOCKED)
Psu: Corsair CXM 650w
Gpu: Gtx 980

Short answer...no.
Unfortunately, when you change the motherboard, it frequently causes issues with confliction of drivers and references to the old motherboard. It may not boot, or if it does run, it can have issues. As much as it sucks, it's a good time to start fresh and know you're getting 100%.
Programs from the previous installation typically have to be reinstalled because of references it makes to the old hardware and the Windows registry. The only thing I typically save because it...

I had it at 3.9 and I lowered it to 3.8 to see if that was the problem and it wasnt. And I dont have the XMP profile on

Are you saying you also installed a new motherboard, but kept an existing installation of Windows? If so, you should really do a new installation of Windows.

Yeah i didnt really think i had to. Is there a way i can keep all my programs?

Well my windows was on an ssd, if i reinstall on that ssd can i keep whatever was on my hard drive?

Yes, except programs installed on that second drive 'might' have to be reinstalled due to missing registry key entries.
I do the same thing as well as it is much more convenient for reinstalling the OS when neccessary. :)

Okay so im about to reinstall, can i select the Reset this PC option and the keep all of my files option? Or do i need to remove everything?

That I'm not sure since I've always done a complete wipe of the primary drive every time I've reinstalled. Does anyone know if this will work since I'm curious as well?
