Your CPU is not compatible with DDR4 (or a motherboard that supports DDR4).
Your motherboard cannot be first on the list, if you expect to use your existing hardware.
If you don't have the budget for a new CPU, Mobo & RAM - then save up until you do. There's no sense in upgrading one component if you cannot use it.
If you want to upgrade something now, some options that (may or may not) be affordable to you:
1. GPU - ~$100 should net you a solid improvement, depending on what oyu use now, of course.
2. Upgrade your PSU - while not "fancy" like some other upgrades, a PSU is the single most important part. A solid foundation here will support any upgrade for years.
Please post your full system spec currently.

Your money is going to be better spent elsewhere.
A GPU upgrade (if you game a lot) could be beneficial, but it appears even budget cards like a GTX 1050 sell for >10,000 INR ($155 USD +), which is crazy.
That PSU is outright junk, and if it's 'of the period' of the i5-2310 (ie 6 years old), I'm very surprised it's still running.
