So you are saying if I want a mobo with ddr4 i will also have to upgrade my cpu?

Your CPU is not compatible with DDR4 (or a motherboard that supports DDR4).
Your motherboard cannot be first on the list, if you expect to use your existing hardware.
If you don't have the budget for a new CPU, Mobo & RAM - then save up until you do. There's no sense in upgrading one component if you cannot use it.
If you want to upgrade something now, some options that (may or may not) be affordable to you:
1. GPU - ~$100 should net you a solid improvement, depending on what oyu use now, of course.
2. Upgrade your PSU - while not "fancy" like some other upgrades, a PSU is the single most important part. A solid foundation here will support any upgrade for years.
