For the CPU cooler, consider getting the Cryorig H7 Universal (instead of the Cooler Master Hyper 212 EVO). Much better heat dissipation, less bulky, lower noise, affordable price, and matches your white-themed build.

For the PSU, even a 450W PSU will suffice but will leave you less efficiency during OC and less headroom for future upgrades. Consider getting the ample-wattaged EVGA SuperNova G2 550 (550W), or even the more affordable Seasonic M12II-520 EVO (520W), instead of the 650W, to save on costs.

For the RAM, consider getting a 2-stick kit (instead of 1 stick) at the onset, to use faster dual-channel memory architecture and eliminate possible incompatibility issues when adding another stick in the future (as those sticks were...

It is highly recommended to get a 16GB (2 x 8GB kit), with the minimum being 8GB (2 x 4GB) if budget is tight. Consider also getting a much faster RAM speed, such as a 3200MHz or 3000MHz (instead of the 2400MHz) as your motherboard and CPU supports overclocking.

As mentioned above, yes, your rig is overclockable.

Addition: You did not list your storage devices in the link. If you can get an SSD (~240GB to ~275GB capacity, such as the Samsung 850 EVO 250GB or the Crucial MX300 275GB), the better, as it will drastically decrease your boot up and loading times. Pair such SSD with a high-capacity HDD (1TB and above) such as the WD Blue for your general storage needs.

I'll change it up a bit with 2x8gb ram, cryorig h7 cooler and 550w evga supernova G2. Didnt remember to mention earlier, but I have a wd caviar blue 1tb in my other build and will get SSD later because of a tight budget.
