Adaptive voltage ignoring what I set in bios

CPU: 4790k
Motherboard: Z97 Pro gamer
Heat Sink: Cryorig H7

I am trying to overclock my cpu but I am having issues with my motherboard always setting the cpu voltage to 1.3v. When I go in the bols I will set the adaptive voltage to 1.22 volts and it will still go to 1.3 not matter what number I put. The voltage offset will effect the voltage, but that is the only one. Any ideas why this is happening?

Is there a way to change this? Because no matter what voltage I manually input, it ignores it and only changes according to the adaptive offset.

Does you voltage go down when at idle or does it stay at the same voltage?
