Good Hardware, but still runs games slowly?

Im not a tech expert when it comes to Computers and everything, but when I had this PC built, I spent a good amount of money for a decent Gaming PC, but I don't know if it's just my PC getting old(Had it for 5 Years) and upgrading it didn't do anything, but after a Graphics Card upgrade, it seems to be running games the same.

Specs:
CPU: AMD FX(tm)-8320 Eight-Core Processor (~3.5 GHZ but after checking Task Manager, it usually runs 2.0 GHZ)
GPU: Radeon (TM) RX 480 Graphics
RAM: 8GB DDR3
Mother Board: Asus M5A97 LE R2.0
PSU: Cooler Master RS-700-PCAA-E3

I believe that the problem is my motherboard, but I can't be sure, or if it's my Processor.

I upgraded from a Radeon R7 250, and I benchmarked the following games(Medium-Low settings):

Arma 3: 15-30 FPS
Starbound: 10-25 FPS
DarkSouls 3: 30-50 FPS
GTA V: 40-70 FPS

I really dont understand how I can run some games very well, while some are just not working.

Doesnt overheat, I run MSI Afterburner and usually get 30 Degrees Celcius while gaming
