Games acting weird?

So my pc specs are
Motherboard : Gigabyte z170mx-gaming 5
Cpu: i5-6600 (non k) with enermax cpu cooler
Ram :Viper patriot 2x4gb ddr4 2133mhz
Graphics card : Radeon Xfx 480 8gb
Psu : Thermaltake smart 650w
case: azza csaz - 240

I'm able to run bf4 with everything maxed at over 60+ fps but h1z1 literally has trouble staying at 60fps it dives below to 30 in cities and even when I'm running through a field it still will go to 45fps. Is there a way to fix this without sacrificing in-game graphics

>I should add that it will go to 100+fps occasionally (but only for a brief second)

H1Z1 is in early access and hence some performance drop downs are to be expected.You can tone down some graphics setting without sacrificing much visual.I don't own the game myself but reducing shadows settings to low or ver low will give you back some performance also its best to play at high or medium setting instead of ultra.The worst thing about this early access games is that it stays in Early access for years without any optimization for best results, best example ark.

Right now I play Players unknown battle ground(another Early Access Game) and even i have seen that 1080ti cant always handle 60 fps in that game at ultra setting and at ultra resolution(4k) .My Nitro RX 480 stays at 49-59 at ultra setting even dipping...
