PC couldn't turn on after power outage

I was working on my PC, and suddenly power went out for like 1-2 seconds, and everything else turned back on(monitor, speakers, etc.) except for PC, usually it turns itself on automatically(after these 1 second outages, which seem to be really common lately) as well but this time it didn't.
I tried plugging it into different socket, changing PSU switch on and off, but nothing.

I left it completely off, disconnected it from wall socket for like 50 minutes, and when I came back, thought I'd give it another try and it turned on and is working normally.
So now I'm really confused and I want to know why it didn't wanna turn on before? Did something get damaged or was it some failsafe thing or what?

Hard to say for certain, but I suspect the board or PSU had to have power cycled before it would auto-reset. I also suspect that when the power goes out for only a few seconds like that, that there may have been a momentary induced EMF surge. Are you plugged into a good quality surge protector?
