Is it worth it??? Depends on whether you want absolute best with guaranteed performance or take a chance with less than best. Personally I would take a chance as i know manual tweaking if necessary.
The cpu's OC the same more or less...

Not sure about the Corsair kits though. They might be equally good.
Also the included Spire cooler is decent enough for moderate OC. For extreme OC, AIO is recommended.

Do you think the extra $30 on the ram is worth it? Also if I'm going to use an after market cooler anyways should I get the 1600x or will they OC the same

The cpu's OC the same more or less but 1600x is guaranteed to come with higher clocks, hence you can take your time OCing. Actually the Wraith Spire cooler is pretty good and on par with some good after market coolers. But if you use a after market anyway, why not go with the higher clock speed of 1600x.
