Is my i7-6920hq bottlenecking my gtx 1070

so i was playing watchdogs 2 4k mostly maxed and notice my cpu usage is like 90% and above. i just recently installed the gtx 1070, also i know that its under powered cause i used a 240w ac adapter and not a dell 330w ac adapter. so is the desktop cpu's running 90% like a 6700k. also i only have 8gb ram so constantly unloading the map and loading, if i add more can that decrease cpu usage

No it isn't bottlenecking.
Might I ask though, why are you not using the correct adapter?

i will have to buy another 50$ charger, ill get it later im fine with performance

There should be one included, just use that, lol.
There won't be any performance bottleneck with that processor..
