Struggling with FPS in Overwatch, looking to upgrade parts

Parts Preferences: Dont have many preferences, but i've always run with Nvidia GPU and Intel CPU

Overclocking: If possible

SLI or Crossfire: No

Your Monitor Resolution: 1920x1080

And Most Importantly, Why Are You Upgrading:
I'm struggling with FPS in Overwatch on a 144hz monitor. I usually sit comfortably at around 170, but it drops both when i stream and in team fights to about 110-130. All my settings are set to the lowest, and my render scale is also at 75%, so that shouldnt be the problem. I've been thinking it might be some outdated hardware, but i have no clue about hardware basically. So i'd like to know if there's anyone who might know what i can do to get my fps stable above 144 fps at all times, during streaming and during normal play as well.

Processor: Intel i7-4770 @ 3.40GHz (8 CPUs), ~3,4GHz
RAM: Kingston DDR3 8GB (4x2)
GPU: MSI GeForce GTX 970
Motherboard: MSI z87 MPOWER MAX AC
PSU: Some old 700W thing
SSD: Samsung EVO 850 250gb
OS: Windows 10 64-bits

first thing that told me what was wrong was your ram, 8gb can not run streaming and gaming also your cpu only has 4 core which is not the best for streaming and gaming. so I recommend going with a ryzen build due to the processors having more cores and being economically friendly. last but not least I would need a budget to work with to make you a awesome pc.
