Ethernet slower than wireless.

Hello, So I'm currently having an issue for a constant 3-4 months now. I finally got a new provider/internet with better speeds than I've ever had. I'm supposed to be getting 45 download/10 upload.

What's happening is; When on my computer (wired) my download speed ranges from 5 - 13 download speed. Yet if I speedtest via my iPhone or Xbox One (wireless) I'll get 35+ Download speed, every single time. My network drivers are up to date and my router/ethernet cables are brand new.

I'm using Ethernet Adapters (One from plug to router and one from plug to desktop) I've used them in the past and they worked completely fine. They have hundreds of good reviews and I even bought new ones incase that was the issue. Those aren't the problem.

I've searched many times online of what could be the issue and I have absolutely no clue. I've spoken to my internet provider several times and they seem clueless themselves. I can't afford to hire a technician out as of right now so I'm hoping I can get some support/help to fix this error online.

-Could this be an issue with my computer?
-Could the Micro-Filter be a problem perhaps?

I'm very clueless. I hope someone can please help, I'll do my best to understand and answer any questions possible. (I'm not the best with computers and internet issues like this but I'll do my best)

Underground wiring problem. Probably not. You think logically if it was underground wiring problem then you should be getting low speeds on both wired and wireless but if you are getting high speeds on wireless and low speeds on wired that should be some internal problem with the equipment present in your house not outside. If it was outside problem then you should get slow speeds even on wireless unless you have two separate lines one for wireless and one for wired which I doubt you have.
