Yes you can, the XFX R9 290 supports multi-monitor setups. Your GPU has 1x DisplayPort, 1x HDMI, and 2x DVI-DL video output ports. Just make sure you get a monitor with at least one of those ports (not a sole VGA/D-Sub port) to eliminate using adapters (but if not, adapters may still be used, though some are picky when converting Digital signals to analog/VGA).

I looked into it and there's a lot of options to choose from but do you have a recommended monitor for strictly just watching youtube or netflix I already have a monitor for gaming.

 


Personally, I will filter the options to only IPS or VA panels and eliminate the TN ones for watching as the IPS and VA would have better viewing angles/color reproduction than TN, especially, you'd be viewing the monitor at an angle in a dual monitor setup.

I can give you some recommendations, but, I need some info first:
1) What is your budget for this specific monitor?
2) What model (size and resolution) is your current gaming monitor?
3) Do you wish to have the 2 monitors when placed side-by-side almost the exact same height/framing or does it matter to you if both monitors are not of the same size?
4) How much space do you have left on your table to fit such monitor or will these monitors be wall-hung/mounted?

1) My budget is 100-150 dollars.
2) I currently have an Acer - H226HQLbid 21.5" 1920x1080 60Hz.
3) Doesn't matter to me I'm not that OCD.
4) I have a good 2 1/2 feet left on my desk and they will not me wall hung/mounted.

I thought about just saving up and getting a 4k monitor also

 
For a $150 max. budget, you'd pretty much be limited to choosing a 1080p monitor (can't fit a 1440p or 4K with that).

OPTION 1: Re-using your current IPS monitor for movies and buying a new monitor for gaming instead
Since you already have an IPS monitor (your current Acer H226HQLbid), how do you find gaming and/or watching movies on that specific monitor? If the current IPS monitor is acceptable to you for watching YouTube/NetFlix, as an alternative upgrade, you can re-use your current monitor as your secondary and, instead, get a faster/better 1080p ~75Hz w/ FreeSync TN-panel monitor to be used now as your primary monitor for gaming, since you are using an AMD R9 290 that supports FreeSync:

If I was in your position with a limited $150 budget, I would choose option 1 so that the GPU (R9 290) would maximize its potential of delivering slightly higher fps than 60, as well as buttery-smooth frames (less lag, stutters) due to variable refresh rate the suggested AOC FreeSync monitor offers, that is, if your current Acer 21" IPS is good enough for you to watch movies.

Personally I'd be fine with AOC monitor. Gaming in 4k is not really a priority for me and I'm not willing to spend 300-400 dollars on just one monitor.
