X299 Cooling Question

I've heard that the x299 platform has difficulties staying cool. Would this make a custom water cooling loop better than an aio cooler?
 
Solution
Naturally it would, but the x299 platform is a hot mess and doesn't perform well.
Go for a Ryzen 1700 if making a PC.
Budget?
What do you need included?

I was just looking for a high-end gaming/workstation pc, budget no mattering to much, is Ryzen good for that?

Okay, my apologies for not understanding what you meant. My budget is around the 5,000-6,000 dollar range (including the price of peripherals and a monitor). I would also like to use a gtx 1080 TI in my build.

For a system that expensive, wait for Threadripper to come out next month, the flagship is 16 core 32 thread with high clock speeds for $1k.
4k 144hz monitors are also releasing soon, and the Nvidia 11 series after that.
Get the 1080 Tis last when you're build the rest of it, I'll make sure they're EVGA cards so you can step up to an 1180 if they release within 90 days, meaning you pay the difference, send back the current cards and get new, better GPUs.
