New Second Monitor Can't Open Games

For a long time I have been using a basic 1080p 23 inch monitor I picked up from Best Buy. I decided to pick a second Monitor to record gameplay on from my Xbox One, and to use as a second monitor while I'm not recording. I picked up a Acer GN276HL. It is a 27 inch, 144HZ, and 1 MS response time. So the goal was to have the 23 inch as my main, and to use the new larger one to record mainly, and play pc games on. Whenever I open a game from the second monitor, it opens it on the 23 inch. But when I open Google Chrome from either, it opens it on the second. So I am wondering how to change this so browsers open on the 23 inch, and I am also trying to see if I can open a game with the second monitor too. I looked into the settings and made it so the second monitor isn't a mirror, but is stretched, and the 23 inch says "1" and the 27 inch says "2".

Full screen games usually open on the main monitor, no matter what monitor you open the game on.

There may be some esoteric settings allowing you to alter the screen to be displayed on but it is determined by the game itself.

Some have settings allowing you to select which screen to display on.*

(*I don't do a much gaming but I know EVE Online has a menu controlled setting for the screen and at one time I experimented with a setting in a config file in Skyrim.)

Some games have an option to select which display to launch your game on. Not all of them do, but some do.
