A Ryzen 1700 performs identically to a 7700k in gaming above 1080p, and trashes it in all other application.

You need a 500w for the 1080 if you want to overclock for sure. Also you need a Z270 with that to overclock.

Founders cards thermal throttle like hell.
See the list I posted above, Ryzen will perform identically to a 7700k at higher than 1080p in gaming, and will be far better for other uses and more futureproof as games gradually utilize more threads, especially with the advent of DX12.

See the list I posted above, for $100 more you're getting a 1080 Ti, that's well worth it, gives you 35% more performance.
If you were wanting windows in the cost, that brings it to $1440, but it's worth it.

There was no mention of having an existing monitor or PC, combined with the mention of "one of my first builds" so I assumed that he had not previously had a system capable of utilizing a 144hz monitor, and did not own one.
If we're sticking to non-monitor lists I'll post an alternative too, although one will be needed.

Okay, so you need a new one.
The 212 Evo isn't a great cooler for it anyway, you need an AM4 bracket from Coolermaster for it.
You'd need to spend a little more for the 1700X setup given you also need a monitor upgrade.
