Hello ,
So after few weeks on having a-lot of Issues with my laptop and computer , well i decided to Build a new one , and it's now

So , currently i have these drafts for my PC parts ( I'm not an Expert )

Option 1

Motherboard : GA-Z270X-Gaming 5
Ram : HX421c14FBK2 (32GB )
SSD : S4l400537 / 240GB
Hard Drive : Seagate 2tb ( i don't really know what's the product serial on this one )
PSU : Hydro 600 watt (I'm assuming it's Gigabyte's since the store is a Gigabyte Store )
Processor : Core i7-7700k
VGA : Gigabyte GeForce 1060 /6gb

Option 2

Motherboard : GA-H270-Gaming 3
Ram : HX421c14FBK2 ( 16GB ) ( It's the same RAM , Only that it's Halved )
VGA : Gigabyte GeForce 1060/6gb (x2) ( Sli )
The rest goes the same as option 1

They have just the same Budget
And i also have this in Thought , What if i Pick the Second Option but to replace the VGA with GeForce 1080 ( It costs me around 12m Rupiah )

I Will be using my PC For Games and Editing In the Future
So which one is better , single VGA with more Ram and better Mobo
or Dual VGA with a decent Mobo and 16gb Ram

Thank You !

Solution
If you're not overclocking, get the H270 board from option 2.

The stock cooler will do okay in terms of not overheating. It won't be silent or cool, but it will work. (Edit: I believe the "K" models from Intel don't come with a cooler though - you'd need to get an i7-7700 if you wanted one.)

The "perfect" (but slightly expensive) solution for your needs would be a high-quality top-down CPU cooler like the Noctua NH-L12. It will be very silent, you CPU will run cool at stock clocks, and Noctua coolers are very high quality.

MERGED QUESTION
Question from Insider_1 : "Is it better to have more ram and a better Mobo than a better VGA ?"

That PSU you listed is from FSP, and has a 80+ Bronze rating. You can use it, but it doesn't really live up to the efficiency standards most people buy their PSUs by.
Any Super Flower or Seasonic with 80+ Gold rating or higher would be recommendable, but it's not absolutely necessary to change it.

As mentioned already, you won't be able to overclock your CPU with the mainboard from option 2. That doesn't mean you shouldn't get it, just be aware that it isn't possible. I also go with Sohom's suggestion of only getting 16GB of RAM, you won't need more for gaming.

Also, the 1060 SLI in option 2 doesn't make any sense. Get a 1070 or 1080 instead, SLI doesn't scale well in all games, and you should only go for SLI if you already have one of the two cards anyway.

Finally, a few questions:

1. No case? Already got one? Which one, if yes?
2. You sure you don't want an aftermarket CPU cooler? I'd recommend one, especially if you want to overclock.
