CS:GO - High FPS, Low Ping, but the game still stutters

So I have an OEM system with these specs:

Dell Optiplex
i5-2400
GTX 760

Originally, I lived at an apartment where I had this pc connected to my internet using an ethernet cable, but I recently moved back into my parent's house.
I had to purchase a wifi card because my room is upstairs and the modem is downstairs and much too far. This is the card I bought: https://www.amazon.com/gp/product/B0079XWMEI/ref=oh_aui_detailpage_o02_s00?ie=UTF8&psc=1

Anyone know any reasons why my ping would be low, yet the game still stutters? It worked perfectly fine with the ethernet cable so I know it's not a CPU/GPU issue. Any thoughts?

Normally i would think this is a game issue but you seem confident it is internet related so ill focus on that area. There is a difference between connection speed and bandwidth. if your parents are using an old access point its possible you are running at wireless g speeds which limits you to 22mbt/s maximum and you never get maximum in the real world. i would try going to speedtest.net and seeing if you have a really low connection speed. anything less than 1mb/s upload and download is pretty much unacceptable for online gaming.

low ping usually just means your close to the server. You can go into settings and limit how much bandwidth CS will try to use. if cs requests more packets than you can provide then your loosing packets and that will chop up your game.
