_My hardware components include:
mobo: asrock h170 pro4/ hyper
gpus: 2x gtx 1070
psu: corsair tx650M
OS: ubuntu desktop 16.10

1/It run smoothly with no gpu installed, the onboard graphic works fine.
2/After install just 1 gpu (I tried either one on all the pcie slot on the mobo), onboard graphic is disabled, screen shows nothing unless cable is connected to the gpu (run smoothly). Is this how it supposed to be ?
3/After the second gpu is installed. Blank screen no matter where I plug the dvi cable to (both of the gpus and the onboard slot). The screen behaves as if the pc is turned of, but the cpu's and gpus' fans are all spinning. I don't even know if it did boot or not :(.
4/I then took one (then both) of the gpus out and it run smoothly again as described in 2/ (1/).

What's the problem??? I guessed it was the mobo's fault but haven't figure out what it is.

Solution
So finally I was able to find out what was happening.

Firstly, my mobo uses the same PCIe lanes for both the IGP and the PCIe-x16 slot for the video card. That's why the IGP was disabled when I installed the GPU into the pcie x16 slot. As for why there's no display output, that was actually wrong. There is an output but only from the card in the pcie x16 slot. I was attaching the monitor to the card on the pcie x1 slot. Because my cards are nvidia, and my mobo doesn't support sli as @Lucky_SLS said, that why there's no out put on the second card. I tried setting up 2 multi heads with 2 monitors and both of them receive graphic outputs now.

lol nope it's a mining rig. Still struggling though, I've contacted Asrock to ask if it's the mobo fault or not, they haven't replied yet.

Well, I don't need it either, but does it means that i need to do sth to get the system boot?

There wont be any power to the monitors because your motherboard doesnt support Nvidia sli's, it only supports AMD crossfireX. Your motherboard is fine, just use a single nvidia 1070 or use multiple AMD GPU's and you are good to go.
And to answer your second question, yes that is how its supposed to work. :)

you dont need sli to combine graphic cards.

before you combine the other one.
try it with 1 gpu and install just the basic drivers.

From wikipedia, it says Scalable Link Interface (SLI) is a brand name for a multi-GPU technology developed by Nvidia for linking two or more video cards together to produce a single output, which I don't need :| if I don't want all the gpus to produce a single output right ? :(

Ok, so describe me exactly what are you trying to build or want the pc to perform and I will help you with it.... And one more question: Are you trying to build an ethereum mining rig?
