PC Won't Turn On

I just installed a new CPU heatsink and while installing I did notice a small spark on the motherboard. When I finished installing the heatsink and tried powering on the PC I got nothing. There seems to be no power output.

I removed the heatsink and realized I had put way too much thermal paste. It had spilled over the sides of the CPU. I cleaned up the paste with rubbing alcohol and reinstalled the stock cooler. After doing this I tried turning it on and got nothing.

Do you think the psu is fried or the motherboard?
