You can but you will be needing new PSU well. With all these new components why not go for new Case too. Unless you like the looks of DELL case there is no reason to stick with it. If you plan on sticking with it for its looks then yes it is possible. But I would recommend you to go for new PSU go for Corsair CX450M.
Depends on the case, there's the Inspiron 545, and the Inspiron 545 slimline. The latter will be more difficult to upgrade because of the compact size, and likely oddball power supply.
I don't know a lot about this particular model. It may be possible that even the non-slimline version uses an unusual/nonstandard power supply as well.

Going for GTX1060 in 545s is not possible unless OP uses raiser cable and drills one hole. 545s also limits the PSU upgrade which is bad.
I had hard time building in 580s and 545s is even smaller.
