Should i buy ssd or hdd for my old laptop?

Hello i got a toshiba satellite e-450 and my current hdd died. So i am going to buy a new one but i cant decide what should i pick? HDD or SSD? Also i am running windows 7 home premium , will it be better if i install windows 10 from microsoft's site (in the new hdd or ssd)

SSD will, today, be a better/faster bet. Get at least a 256GB class drive

What are the specs of the laptop specifically?

An SSD is going to be faster either way, but will limit you storage-space wise. If you can get by with 250GB of storage, then I'd recommend the SSd.

A SSD will definitely make the laptop feel more snappy and get some extra life out of it.

It certainly doesn't hurt to install W10, the free upgrade should still work as well so if you have the key for that 7. https://www.microsoft.com/en-us/software-download/windows10

Start with Max RAM and the SSD, If you can install 7 from OEM, then you can move to 10 for free.

Yes and no, you will not have a better performing laptop per se, but it will feel much much faster with an ssd.
As for win 10, if you are able to upgrade then i definitely do thet too.
