Since i only have Not grounded power sockets is it safe to plug my pc in? And if not what can i do, i have no other option.

Solution
This topic has been discussed in many threads here. The best solution is to have the house or apartment/flat wired correctly. This provides safety for all your electrical appliances and people in your household. The other solution is to just live with it as is. You might get a little shock or a little tingle when you touch the PC case sometimes. No, it's not fatal for you or your PC. More like if you touch a 9V battery. When you feel this is very dependent on the relative humidity, flooring, socks, etc.

It's as safe as any other thing in a non-grounded socket (and a lot safer than many things). If you want a little extra safety on anything plugged into a non-grounded socket, you could plug it in via a Residual Current Device (RCD), which is a type of circuit-breaker that basically detects when current is being "diverted" to ground by another route (such as via you!) rather than staying "in the circuit" as it should. You can get plug-in "adaptor"-type RCDs which you plug into the socket then plug the appliance into the RCD, or you can get special plugs with an integrated RCD that you wire directly onto the end of the mains lead in place of the normal plug.

(Normally, the current on the Live and Neutral pins should be equal - the same amount of current should be coming out as is going in. If there is less coming out via the mains lead then some must be exiting through another route.)

Well you should really look into getting the electrical upgraded to a proper 3-prong grounded standard. You can install a GFCI socket (this does not provide the same kind of protection as a proper ground does) to get something out of a bad situation.

Worst case you'll touch your PC one day and be electrocuted because without a proper ground your body becomes a potential shortest path to ground for the electricity. Two pronged are safe as long as their circuit remains intact and correctly installed. Problem is you have no way of knowing something has gone wrong until ZAP!
