Unable to open/install programs, unable to system restore and unable to reinstall Windows

Hello, today I have been experiencing many issues with my PC. Firstly, I am unable to open any programs including games, however, Google Chrome and Windows Media Player both work. I tried to download Malwarebytes to scan my PC but when I download and open the file it comes with the error: "Runtime Error (at 49:120): Could not call proc." This seems to happen with all other programs that I try to install as they all come with errors. As a result I attempted to system restore but could not because I did not have any checkpoints. Next I tried to reinstall Windows but I am unable to as I get the message "Could not find the recovery environment."
This is my PC information:
Windows 8.1 Pro
GPU: GeForce GTX 950
CPU: Intel Core i3-6100 3.7GHz
Is there anything that I can do to fix my PC issues? If I need to provide any more information please let me know and my apologies if I am doing something incorrect. Thank you.

How are you reinstalling Windows? Are you doing a complete clean install? Anything but won't work.

This is an infection though, that or some other critical damage to the OS. At this point with no backup you're forced to do the clean install.

Finally, you should incorporate a proper backup solution, if you're relying on Windows Sys Restore you're bound to run into troubles. Recommend picking up a free snapshot tool like Rollback Rx.

Hmm, looks like an infection to me. Try downloading Panda Safe CD, .iso should be burnt on a cd. Boot from the CD, and it will try to disinfect your computer, but internet connection is needed for virus signatures. It is free most likely. But look for official site.
Recovery environment might be on windows installation disk, need to boot from dvd too.
