Ryzen 5 1600 GTX 1070 8gb low fps

I'm not the best with computers but i have recently built a new build
CPU: Ryzen 5 1600
GPU: Asus Dual 1070 8gb
RAM: 16gb Corsair Vengance
Motherboard: MSI Tomahawk B350
PSU: Corsair 650 watt
I could really use some help trouble shooting. I have my cpu OC'd @ 3.9 and my Graphics Card @ 2075 MHz. I know I'm not getting the correct frames because my previous build with a Intel Pentium G4560 and a Rx 470 and it performed way better. Any advice will help, thanks

Ryzen can be 40% slower then even neutered kaby (1500x vs i5) also your ram is really slow,a lot of people claim that faster ram help things,but if you where playing mostly low threaded things on your g4560 then it's normal for the ryzen to be slower.

We need more info. Do you have the latest bios for your mobo? Do you have up to date graphics drivers?

Also, make sure you performed a clean install of your OS. Windows 10 makes it very easy to simply install a hard drive from a totally different system and successfully boot from it, but you might get all kinds of instability issues. You'll need to do a reset.

http://www.3dmark.com/fs/13157574 here's that, and i actually didnt take my old hdd out of my other computer, i had a fresh ssd with windows 10 installed onto it. I updated all my drivers less than a week ago also

That result shows the CPU is only at 3.2GHz, not the 3.9GHz you mentioned above. As such, the score isn't bad. I'd say normal. Here's my score with a GTX 1070 and the CPU @ 4.0 GHz. It doesn't make sense that your games are slower than with the old system.

I have Corsair Vengeance @ 3000 MHz, if you could help me understand why my ram runs so slow i'd appreciate it

iam having the same problem done all the above even messed with in game settings and its on all games i have ryzan 5 1600 and 1070 ti 8gb and ill try play go from 144 to like 58 60 and constant dipping stuttering etc i tried everything and still cant seem find the problem
