Two identical cards, different voltages

Hi all,

I have two GTC 980 Ti cards in my PC and one always is running at less that 100% power and at a lower clockspeed than the other. Same manufacturer, model, etc.

I didn't intentionally overclock either, but the first one seems to run faster than normal specs. Any thoughts on how to get the second to keep up?
