New build hangs on POST

So my build is:
MB: Asus B85M-G R2.0
CPU:Intel Dual core pentium unlocked anniversary edition
CPU Cooler: Coolermaster Hyper 212Evo
GPU: Asus GTX760
Memory: RipjawsX 1.5V DDR3-1866 PC3-14900 4GBx2
PSU: Corsair CX750M
HDD: Seagate Barracuda 1TB


I've tried every basic troubleshooting checklist I can find both on this site and on others, I've tried juggling the ram around, I've tried breadboarding, I've unseated and reseated pretty much everything I can, I have disconnected everything but the ram, CPU, and motherboard from power, but still nothing has helped the problem.

The problem that I am encountering is that my computer reaches the POST screen, where ASUS is displayed center screen, and then in smaller writing at the bottom reads "Please press DEL or F2 to enter UEFI BIOS setting". They keyboard is recieving power as it's lights are all active, however, no keystrokes seem to have an impact on the current situation. I have attempted this with both USB and PS2 Keyboards, and with the USB one in 2.0 and 3.0 slots on the mobo and on the built in USB 3.0 on the case. At this point, I've put roughly 10 hours into this issue to no avail, and the only remaining thing I can think of to fix it would be to replace. Worth mentioning is that every component is brand new, save for the mobo/cpu which was handed to me by a friend when he upgraded recently.
 
Solution
Ok, do one thing... disconnect the psu cables from the motherboard, wait for 5 minutes and then reconnect... I had a similar problem, like the keyboard would disconnect suddenly and this helped.

Oh my god you may have just saved my life here! Do you know how I can change the read rate without overclocking/how I can temporarily get it to boot so that I can open the bios and fix this (pretty sure I can fix this in the BIOS right?)
