Latency and packet loss when gaming on my PS4

I'm at the end of my rope here. For the past few months i have been experiancing lag spikes when gaming online with my ps4. Ive only been experiancing this since the start of the year(before that it was perfect). Ive taken the system to a friends house who has a different isp and had no problems. So after many calls to tech support, modem replacement, line quality test, and ports forwarded....its still happening. I experiance the lag(dc from some games) with 4 devices on the network and with only the ps4 on. It happens at all times of the day. Tech support keeps saying that they cant see any problems on their end. Anyone know a possible solution? Thank you in advance!
Info:
DSL
20d/1.5u
Ps4 is hardwired directly to modem(and only ps4 is wired)
when I do a continus ping of my second hop(isp's edge router?) I'll have between 1 and 4% packet loss

Ping Plotter from last night to my second hop

Problem is likely your ISP. They will never admit a problem, and really don't consider latency and drop packets a problem. For them, overall speed is the test, and if in a 1 minute period, you have a good average speed, they won't help.

Change ISP, or go to a fiber or cable based solution. I haven't seen what your current connection is, but it's likely ADSL2+ or similar. Those have QoS type algorithms, and tend to have lag from time to time.

If you have fiber or cable, then their switches get saturated, and you're the victim.

This is why consumer service costs 10-50x less than business solutions. You're considered a hobby, and your inconvenience is sad, but not a problem.

1-4% packet loss isn't the problem. You might have a up to a 4.999 second (second, not ms) delay before the packet is considered lost.

Only problem is that I'm in a rural area. Copper wire all the way. Only 1 wired isp available. I was told today they use vdsl. They're supposedly calling me tomorrow to tell me if I can move up to the 25/5 connection. It's just crazy to me that 75% of my lost packets are between me and my isp.

If they move you up to 25/5 speed for free, take it. But that's average, not latency. Nothing will help latency in your case.

I'm afraid you are stuck. ISPs suck but you only have one choice, so why would they help you?

You stated packet loss is 1-4%, so it's not 75%.

Ah sorry. I mean, of the 1-4% loss that i have when pinging google, most are dropped between my gateway and my isp(about 75% of the total of packets lost).
