How to use a USB iPhone hotspot on Windows 8.1?

I've looked at many guides and they were all for Windows 7 or Windows 10. When I plug my phone into my computer with the personal hotspot enabled, nothing happens and my computer doesn't detect anything network-wise. Do I for whatever reason need to have WiFi on my computer to use a hotspot via USB? Thanks in advance.
 
Solution
In order for that to work, your phone must present itself as "network adapter" over the USB interface so that the OS can use it. I am not iOS guru, but I'm almost sure off-the-shelf iPhone does not have this capability.

It would be much easier if you plug a WiFi adapter in your desktop, and use WiFi tethering.
