You don't really need to spend that much money to run WoW at ultra, as a PC built with the recommended specs that Blizzard provides will only cost around 300$, but the following build should be able to run WoW at ultra @ 60FPS no problem, as well as having enough power to play some modern games:

Intel Core i3-6100 ($111.99)

Asus H110M-A/M.2 Micro ATX LGA1151 ($59.00)

With 400$ you might be better off building a new budget PC, as your current motherboard is very outdated and only has a Gen1 PCIe slot, as well as only supporting DDR2 memory, meaning any good gpus you can get will run slower than it was designed, and your ram will be slow in today's standards.

You didn't put your CPU in your question so i dont know if i can help you upgrade that, but again, your motherboard is ourdated and there may not be a worthy upgrade for you in terms of CPU.

Your motherboard only supports up to 8GBs of DDR2 ram, up to 800MHz, so if you dont have it already, pick up a a 2x4GB kit for DDR2 800Mhz ram. should only cost around 20$ but could be cheaper if you look around.

In terms of GPU i'd recommend a GTX 1050 Ti for around 160$.

But really, i'd recommend just buying a new motherboard. If your computer was a pre-built you may not have many options, as the casing for some older pre-builts are werid, and since I don't know what your CPU is I can't give you recommendations.

What I can recommend however, is that with a budget of 400$ you're better off just building a new PC instead of upgrading a severely outdated one.

Rosewill Capstone 550W 80+ Gold Certified Semi-Modular ATX ($64.99)

Total Price: $462.89

This is assuming you already have a case, hard drive, and OS. Note that prices of these parts varies alot, the link i've included should serve as a guide to which specific part to get, you dont have to purchase your parts from these links if you find a better price somewhere else. In fact i highly suggest searching for better prices for each part first before buying.

Now if you want to spend a little less money, replace the i3 of the build above with an Intel Pentium G4500 ($70.22)
https://www.amazon.com/dp/B015VPX190/?tag=ch0783-20
and replace the 550W power supply above with an EVGA 100-W1-0500-KR 500W 80 PLUS ATX12V ($39.99)
https://www.superbiiz.com/detail.php?name=EV-500WWHT&c=CJ
that will bring the total cost down to: $396.12. Again, this is assuming you already have a case, hard drive, and OS.
