What is the best RAM speed for my PC?

GPU: GTX 970 with 4GB of VRAM
Motherboard: H110-I/G11CD(Came with pre-built)
RAM: DDR4 8GB of RAM 2133 MHz
Storage: 1TB 7200RPM Hard drive
PSU: 500W Delta

since that CPU is locked I would stick with the stock speed of 2133.

With an H110 motherboard you are limited to DDR4 2133.

So anything above 2133 MHz for me would be overclocking level?

if you could overclock yes. since you cannot it would be wasted. even if you got 2800 it would only be able to run at 2133.
