Am i gettting bottlenecked by my cpu?

Hello everyone I have a MSI R9 390 graphics card, with a i5 6600 cpu, with 16gb of ram. I also only have a 650psu. I am not receiving the fps I expected in games, in league my fps is 100 at start of game and drops to 40 during laning phase, and sometimes 30 during hectic team fights. So am I getting bottlenecked?? or is this a power issue? Or is this just the fps this card provides if not overclocked.
I need answers please :(.

sounds like you may have an issue, you should be destroying that game

do you monitor cpu temps? cpu speed?


do you monitor core speed on the gpu? temps?

use msi afterburner, it has a OSD that allows you to monitor these things as you play

I was monitoring using MSI afterburner, and both cpu temps and gpu temps stay at around 60 degrees celcius. My gpu usage is only 20% though. Also I was using on screen display on MSI afterburner, is there a way to record temps, and gpu usage?? I was only monitoring it. Sorry I am very bad with computers.

My display port is plugged into the 390. :(
