New computer but I can't even play lightweight indie games..?

I know this was asked a lot of times, but I just got a new computer and I can't even play games as simple as Necrodancer! When I launch it it would run smoothly, but after a minute or two performance would drop drastically. I've already updated all outdated drivers and checked my CPU during the game (it's 40%).
Here are basic stats:
Processor: AMD Turion(tm) X2 Dual-Core Mobile RM-72 2.10 GHz
Memory: 4096MB RAM
Display device: ATI Radeon HD 3200 Graphics

Also I should probably mention that I didn't bought this computer, I got it from my uncle. We had a deal that if I fix the problems I can keep it (problem was that the technician who was previously 'fixing' this pc had installed bootleg Windows Vista and after some time the 'Windows is not genuine' message kept appearing and asking for activation key.I just so happend to have fresh new copy of Windows 7 so that's that).
Can someone please help me with this?

New is really not an accurate term for that machine. that computer was built in 2008 or 2009. I'd honestly be surprised if it could run minecraft at minimum settings at 60fps! Even most newer sprite based games like Rimworld, prison architect or even FTL will struggle on that ancient machine.

So yeah the issue is antiquated relic hardware that i'm surprised even meets windows 7 minimum requirements

Oh... I guess I'll have to look for a proper 'new' pc then...
One thing still bugs me tho: my previous pc was Acer Travelmate 4670, it ran on Windows xp, had 1 GB RAM and lightweight games (Necrodancer, Binding of Isaac and even LoL) worked smoothly and with no problems, so how can a cutting board from 2006 be better than a quite new (as in almost unused) computer?
