Year old computer running into CPU issues

Hello, I got a gaming computer in the past year, and until now it's been like clockwork.
I say until now because I started getting freezes. I checked this website for similar issues, and came across a programme called "Process Lasso", and sure enough, my "CPU responsiveness"(yellow line) drops at random points, but CPU usage isn't spiking. https://gyazo.com/80ddc22b2415cc4fb2b5ceaeb283af38

(edit) Whilst looking around some more, I came across a programme called "Intel Processor Diagnostic Tool", don't really know what it does, all I read was that it tests your CPU. I downloaded it and ran, and it passed, which just confuses me more.

Test your RAM using memtest64. Also try changing your page file size to see if that helps.

I deleted a few things, albeit there wasn't many things I don't use.
ccleaner showed one driver I hadn't updated (I try my best to stay on top of this) and I promptly updated it.
I simply don't understand what the blackviper setting is, so I've chosen to not fiddle with it. My issue doesn't seem to be a lack of RAM because I don't get spikes.

After removing a few programs and restarting my computer it seems to have stopped dropping in responsiveness. I appreciated your help and I mean no offence in this, but since I did so little with your information I don't think that this was the reason it fixed it.
 
Its cool and as long as its working right for you its good. Blackviper's site shows you how to shutdown bloat windows adds that most people dont need. If you dont have a print you can disable windows print spooler so doesn't take up a bit of RAM. That will also let windows boot up faster. There is a program that can make changes for you called Advanced systemcare. Its boost will shutdown services you dont need. It also can scan your system for bad settings and fix them.

Question from HenryW18 : "Computer freezes after I play a game, but not until I've quit."

The other day I posted on this site that I had CPU issues (http://www.tomshardware.co.uk/answers/id-3473942/year-computer-running-cpu-issues.html#19963011). They seemed to be fixed, and I had 0 issues after a few fixes, and I had no issues today...until I played a game (team fortress 2), but not until I'd quit the game. Everything ran smoothly, I started watching a youtube video and bang, I get a freeze/stutter.

Any idea why it could be doing this? Thanks
