Can increase in refresh rate can decrease fps while gaming

Monitor refresh rate doesn't directly change anything related to FPS, those two things are processed by two completely different hardwares...

But as mentioned above, if you have V-Sync on, and then you increase your Hz and your PC can't deliver that increase in terms of FPS it will feel preeetty laggy, yes.

Aside from that, no it doesn't decrease. If anything, it will just increase tearing in the monitor.

Solution
In theory, monitor refresh and what the GPU does in game are mostly independent. However, for non-exclusive fullscreen games, I could see a situation where the increased refresh rate leads to the desktop being updated more often, leading to 1-2 fps decline. The effects should be incredibly minor. For exclusive fullscreen titles, there shouldn't be any impact.
