Game Stuttering - GTA V, Mafia III, Fallout 4 (EVGA GTX 1050TI 4GB SC)

So I can perfectly play games such as League of Legends, GTA SA, Minecraft, CSGO, however when I play games such as GTA V, its playable but when I start driving pretty fast I start getting lag spikes. Same thing happened on Mafia III, was playable until I drove pretty fast and a lot of lag spikes/stuttering. Fallout 4 was okay but when I get into battles with mobs it starts stuttering as well. I'm not sure whether its the lack of ram or the CPU thats causing the stuttering.

Specs:
Intel Core 2 Quad Q8200 @ 2.33GHz
4gb DDR2 Ram
EVGA GTX 1050ti 4gb SC

It's not the games I know, because it has A LOT of stuttering, unplayable. However, when I'm only on foot and shoot its okay. How do I check whether it's either my CPU or my RAM? I know it's a huge bottleneck btu I need a temporary fix so I can play these games singleplayer as I am waiting to build my new PC with the 1050ti.

Well, you're using outdated hardware and an entry level graphics card. If you don't want to do any hardware upgrades, then you'll have to lower the resolution/detail on those games. The other possibility is to do some malware/virus scans(just in case).

8gb is fine for GTA V in most cases. As long as you don't have alot of background process eating ram. Even on my system I have never gone over 8Gb of ram usage play GTAV, even when playing at 4K.

No, since the recent updates it is not. If you have 8GB, GTA will use 3 or 4, when you have 12 / 16, GTA will use 7 / 8 GB. The stuttering is caused by GTA not being able to use more RAM, because the system uses the other RAM. I have even contacted Rockstar about this, who could confirm this. All the people I've spoken to, said that GTA stopped stuttering after getting 12 or 16 GB.

Lowering the settings will NOT solve this.

No, the thing is: Rockstar doesn't limit RAM usage, GTA is just not able to use the full 8GB because 3 or 4 are used by your system. So it's only able to use 4 / 5, but it need 7 / 8

If your system is using 3 or 4 gbs idle then you may want to clear out some unneeded programs running in the back ground.
I have 16Gb installed and when I run the game(fully up to date with no mods) my overall(system+game) ram usage does not exceed 8gb, which tells me the game itself does not use 7 or 8Gb by itself.

Lowering any settings does not fix anything. I played GTA had high/very high settings and it worked the same as playing at low res and lowest settings, the same stuttering that happens when I drive. Anyways i'll be building a new PC soon: https://uk.pcpartpicker.com/list/WV9cnn
Could you guys help me improve it, I can't really go over the budget of £500
I've just got the 1050ti as I bought it off shpock for £90, from a kid whos computer wasn't compatible with it so he sold it to me.

This is definitely the ram. This is likely not the CPU, as it has 4 cores, but then again, it has no threads. 4GB of ram, especially DDR2, is not a lot for most games these days. These kinds of games stutter because if you drive really fast, it is trying to load all these different parts of the map, and 4GB just isn't enough to store all of the data. 6GB could be enough, you would see an improvement.

It is a cheap, but good motherboard. It has a LGA1151 socket, which is better than the LGA775 socket you have, and compatibility to DDR4.

And a lot of people use a Pentium G4400 for gaming on a budget.
(http://amzn.to/2tqh0mt) which is dual core. You would be surprised on how good the processor is when it only has 2 cores. But if you want a quad core cpu (which is reasonable why), you could get something like an i5. The Pentium I linked is probably the best cheapest that you could get on this socket. And yes, it is known to have stuttering issues even with 8GB on GTA V, but the processor I linked or anything better than that should make it better.

Now, DDR4 ram. I would focus mainly on the CPU and the ram. The ram is kind of expensive, but for a 8GB kit (2 4GB sticks), it is around 51 euros, or 60 USD. (http://amzn.to/2vwtn1X)
