(CPU) intel Celeron J1900 running at 100% constantly #about_to_kill_myself

Hey everyone, I have a weird problem here today. So first of all, I've build a PC for my mom with some component I had from my old PC. The problem is that whenever i plug the six pins cable into the graphic card, the PC take ages to boot and the CPU run at 100% constantly, note that i've been looking on forums for hours and still don't know what the problem is. (sorry for my english BTW)

Config of the pc:

motherboard: Asrock q1900m (with intagrated proc)
CPU: intel celeron j1900 (integrated in motherboard) (its a quad core 1.99ghz)
RAM: 2x 4gb of DDR3 (8GB DDR3)
Graphics: EVEGA GTX 560ti
Power Supply: EVGEA 600w
OS: windows 10 pro 64bits (maybe this CPU can only run 32 bits? i don't know)

*Note that none of the drivers of both, the motherboard and the graphics are NOT installed right now, i'm still trying to do it, but men it is slow since the CPU runs at 100%

*Also note that when I go to task manager, "" take about 30 to 40% of my CPU, even though I've tried reducing the number of cores allowed to it, it sure is a bit better cause now my CPU run at 80% instead of 100%. I've also tried disabling it, but apparently the acces is dnied or some shit :'( .

Anyway, if anyone find a fix to my problem, I might actually make him pregnant ;).
 
Solution
for Win10, type in 'updates' in search bar, select 'check for updates', and you can easily see if Windows is busy downloading/installing updates...

(My own 7700K goes from 1% at idle to 18-23% during an install of even a single update, for reference, but entirely possible a Celeron would be a bit busier...)


As it shows you access denied you sure your pc is free of Virus? i would recommend clean flash of windows then install the antivirus and then start installing the drivers for your motherboard

Well, I just reinstall windows 10, wich already has an antivirus (windows defender, AKA. MicrosoftSecurityEssential) and I'm currently installing drivers for the mother board, the CPU and the graphic cards, I'll keep you update of what it will looks like after.

Well, I just reinstall windows 10, wich already has an antivirus (windows defender, AKA. MicrosoftSecurityEssential) and I'm currently installing drivers for the mother board, the CPU and the graphic cards, I'll keep you update of what it will looks like after.

Especially after a fresh install, your cpu (as indicated in task manager/cpu) may stay quite busy for several hours as Windows is phoning home pulling in the latest updates, etc...; be patient, give it access all night, and check it out in the morning!

Ok, I've finished downloading my drivers, not that better honnestly, but i'll try to let it run all night, plug on internet and I'll figure it out tomorrow. Thanks dude :), if it was only that, im done!

I have the same board and the same problem i am installing a gt 1030 CPU goes 90~100% i cannot install the driver
